The Council Tax discount scheme applies to dwellings where there are less than two adults residing in a property.

People who are disregarded for Council Tax purposes include:

  • someone who has a ‘severe mental impairment'. To be eligible, a doctor has to provide a certificate confirming that the person has a severe mental impairment. They must also be entitled to Attendance Allowance (AA), the highest or middle rate care component of Disability Living Allowance (DLA), the daily living component of Personal Independence Payment (PIP) at any rate, Severe Disablement Allowance, Incapacity Benefit, Employment and Support Allowance, Income Support (with a disability premium), Working Tax Credit (with a disability element) or would have been entitled to one of these benefits if they were under State Pension age.
  • any carer who, for at least 35 hours a week, is looking after someone in the same household who receives the highest rate of the care component of DLA, either rate of PIP daily living component, or the higher rate of AA, and is not the partner of the person being cared for, or the parent of the person cared for, if that person is a child under the age of 18
